I am proposing a 0% property tax rate increase for each of the next 4 years. (applies to the municipal levy portion on your tax bill, education levy is set by the province and is subject to increases)
As your Mayor, I will table a 0% rate increase budget and collaborate with staff and council to achieve it.
I will use Strong Mayor Powers' budgetary provisions to hold that 0%, using the Mayor's veto against any passed budget amendment that results in a tax rate increase. Amendments proposing new spending will require dollar-for-dollar savings elsewhere in the existing budget to avoid the veto. Council has the option of overriding my veto with a two-thirds majority vote (9 out of 13 votes).
If the final approved budget in any of the next 4 years results in a tax rate increase, I will resign as Mayor of Quinte West. This is my assurance to taxpayers. My mandate to deliver 0% for each of the next 4 annual budgets is attached to my job security.
